No, nobody but you repack packages.
I think most people who use the 5.5 do not use the dvb pckage (e.g. they use SatIP) or they installed the package some time before when the conflict does not exists.

Personally, i like to report packages conflicts so that you fix it to help someone else not to face the same problem in the future even though i could just repack it.

Hi,

I noticed even if they use it for SatIP, satip package won't install because there is no dvb-vtuner package. 

Edit : only way is to install vdr-plugin-satip.
